Requires contractors or licensees to submit documentation showing the dates and times workers utilized the sidewalk shed during the preceding year.

Establishes a civil penalty not to exceed $1,000 for contractors or licensees who submit false or misleading documentation in support of permit renewal.

Defines "ongoing construction project" as any project where workers utilize the sidewalk shed at least 10 days per month over the year preceding the permit renewal request.
