Amends environmental conservation law to allow the Department of Environmental Conservation to authorize use of live restraint cable devices to capture coyotes and other species by regulation, notwithstanding existing prohibitions on snares and similar devices.

Requires live restraint cable devices to include at least one swivel, a relaxing lock, a deer stop, and a break away device to prevent injury and allow unintended animals to escape.

Restricts use of live restraint cable devices to a period beginning no earlier than December 1 and requires trappers to check devices at least once every 24 hours.

Mandates that trappers using live cable restraint devices complete a department-offered training course on their construction and use.

The act takes effect immediately and expires and is repealed on February 16, 2026.
