Amends Town Law Section 23 to allow the building inspector in the town of Pendleton, Niagara county, to reside outside the town (exempts this position from the requirement that town officers be electors of the town).

Amends Public Officers Law Section 3 to permit the building inspector in Pendleton, Niagara county, to reside outside the town, provided they reside in Niagara county or an adjoining county within New York State.

Clarifies that these exemptions apply only to Pendleton's building inspector position and do not affect residency requirements for building inspectors in any other town.

Takes effect immediately upon enactment.
