Requires all voters casting ballots in person to present a current and valid government-issued photo identification to election inspectors, replacing the previous requirement that only applied to certain first-time voters who registered by mail.

Expands the list of acceptable government-issued photo IDs to include New York driver's licenses, U.S. passports, educational institution IDs, military IDs, government-issued medical cards, and any other U.S. or New York state-issued identification cards.

Allows voters without required photo identification to cast affidavit ballots in person if they provide valid government-issued photo identification to the local board of elections within three days of voting.

Permits voters casting ballots by mail without required photo identification to have their ballots counted if the local board of elections validates the ballot's legitimacy.

Makes identification cards free for adult citizens whose income qualifies them for Medicaid, as verified in writing by the county's department of social services.
