Establishes a district long-term care ombudsman council program in each assembly district to coordinate volunteers from local long-term care ombudsman programs.

District councils shall consist of a chair, co-chair, and secretary (each trained district coordinators appointed by the state ombudsman) and eight or more trained district advocates who are residents of the district, with annual stipends ranging from $150 to $200.

Requires the state ombudsman to develop certification training and continuing education programs for district council members, including annual trainings for new recruits available in both in-person and online formats, and two or more annual professional development trainings.

Allocates $810,000 annually to each district for administering the district long-term care ombudsman council program.

Requires district councils to submit annual reports to the attorney general describing activities, complaints, conditions in facilities, and recommendations for improvements, including recommendations for newly opening nursing homes.
