Social media companies must post terms of service on each platform in a manner reasonably designed to inform users, including contact information, complaint flagging processes, and a list of potential enforcement actions (removal, demonetization, deprioritization, or banning).

Terms of service must be available in the twelve most common non-English languages spoken by limited-English proficient individuals in New York where the platform offers product features.

Social media companies must submit semiannual reports to the attorney general covering content moderation practices, definitions of prohibited content categories (hate speech, extremism, disinformation, harassment, foreign interference), and detailed statistics on flagged and actioned content disaggregated by category, type, and enforcement method.

First reports are due by January 1, 2025 (covering Q3 2024) and April 1, 2025 (covering Q4 2024), with subsequent reports due April 1 and October 1 annually; the attorney general must make all reports publicly available in a searchable repository.

Violations carry civil penalties up to $15,000 per day, with enforcement exclusively by the attorney general; exemptions apply to companies with less than $100 million in annual revenue and platforms limited to direct messaging, commercial transactions, or consumer reviews.
