Establishes a public animal cruelty registry maintained by the Division of Criminal Justice Services in print and electronic form accessible to law enforcement, district attorneys, humane societies, animal control officers, breeders, animal rescues, and pet stores.

Requires all persons convicted of violating animal cruelty laws (sections 351 and 353-a) to register annually with the Division and update registration whenever relocating.

Prohibits registered offenders from owning companion animals or working at animal shelters, pounds, pet stores, zoos, or other facilities where companion animals are present.

Imposes a mandatory $50 annual surcharge on convicted offenders to fund registry establishment and maintenance costs.

Requires psychological or psychiatric testing demonstrating clear and convincing evidence of sound mental capacity before a registrant can petition a court to cease registration obligations.
