Allows owners of owner-occupied residential properties, residential cooperative corporations, and condominium boards in New York City to opt out of planned tree planting on city property between the sidewalk and curb adjacent to their properties.

Requires the City of New York to provide notice to property owners, cooperative corporations, or condominium boards of planned tree plantings as part of the city's systematic street tree planting program.

Grants property owners, cooperative corporations, and condominium boards 30 days to notify the city of their desire to opt out of the planned tree planting after receiving notice.

Takes effect 120 days after the bill becomes law.
