Amends New York's public housing law to require domestic violence survivors receive the same priority as other disenfranchised populations (disabled, elderly, homeless) on public housing waiting lists.

Applies priority status to victims who will continue suffering domestic violence if they remain in current residence, or who have left due to domestic violence and lack standard permanent replacement housing.

Defines "victim of domestic violence" using the same meaning as Section 459-a of the Social Services Law.

Requires local public housing authorities to select applicants with identical preference status based on application date and time, prioritizing applications in order of receipt.

Takes effect immediately upon enactment and applies to local housing authorities when adding persons to waiting lists.
