Requires the study to evaluate training and education provided by covered agencies (police departments with jurisdiction in Rochester) to officers on avoiding police brutality

Directs the study to identify additional steps that could be taken to reduce instances of police brutality by covered agencies' officers

Permits the Division to consult with the Law Enforcement Misconduct Investigative Office and request relevant information from other state or local agencies

Requires delivery of the study's findings and recommendations to the Governor, Senate Temporary President, and Assembly Speaker within one year of the act's effective date
