Prohibits the sale, distribution, and offering for sale of anti-fogging sprays and wipes containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) as intentionally added chemicals in New York State effective December 31, 2024.

Defines anti-fogging products as sprays, cloths, wipes or other materials intended to prevent condensation on eyeglasses, and establishes definitions for manufacturers, distributors, and PFAS substances.

Allows the commissioner to authorize labeling of PFAS-free products with "perfluoroalkyl and polyfluoroalkyl-free" or "PFAS-Free" to inform consumers.

Establishes civil penalties of up to $10,000 for first violations and up to $25,000 for subsequent violations; provides good faith defense for retailers who rely on written assurances from manufacturers or distributors.

Vests exclusive state jurisdiction over PFAS-regulated products, preempting local regulations to the extent consistent with federal law, and authorizes the commissioner to adopt implementing rules and regulations.
