Requires school district boards of education to provide intervention services for students identified as dyslexic or having any other phonological learning difference or disability.

Mandates that intervention services include a multi-sensory sequential phonics-based curriculum taught in addition to any other special instruction.

Specifies curricula must feature explicit, direct, systematic, and sequential instruction following the alphabetic principle; meaning-based instruction with comprehension emphasis; and individual or small group instruction (10 students or less).

Requires school districts to inform each student's parent or person in parental relation about implemented intervention services.

Mandates school districts submit a detailed annual report on their dyslexia curriculum and intervention services to the Department of Education and Regents by July 31st.
