Establishes the New York State Youth in Agriculture and Entrepreneurship Summer Employment Program to provide students with agricultural work experience and entrepreneurship training through qualifying farms and businesses.

Requires qualifying farms and businesses to offer either unsubsidized employment (paying above minimum wage, providing transportation, 16-40 hours per week) or subsidized employment (state/federal funding for wages and transportation for businesses experiencing hardship).

Directs the Department of Agriculture Commissioner to promulgate grants, apply for federal funding, and establish a website portal where students can apply for jobs and qualifying businesses can connect.

Requires outreach campaigns beginning three months before applications open, targeting students who are socially or economically disadvantaged, in collaboration with education and social services agencies.

Takes effect 180 days after enactment, with authorization for immediate rule-making necessary for implementation.
