Permits licensed home kitchen operations to sell food directly to consumers only (not to resellers) through in-person sales or remote ordering, with delivery by operator, employee, or third-party service.

Requires food labels to display the home kitchen operation's name, license number, phone number, ingredient list, and statement "Made in a home kitchen."

Limits inspections to: one routine inspection per 12-month period (with advance notice), for-cause inspections based on credible complaints, and emergency inspections for serious public health threats; exempts home kitchen operations from food service establishment and retail food store regulations.
