Requires New York City to mitigate property damage when municipal acts or omissions create or substantially contribute to an environmental crisis affecting a significant segment of residents.

Applies when the city or its departments own or control infrastructure capable of substantially mitigating the environmental issue and providing relief to affected residents.

Mandates the municipality develop a clear, objective, and quantifiable plan to obtain relief in a timely manner.

Takes effect immediately upon enactment.
