Prohibits "ballot harvesting," defined as submitting absentee ballot applications on behalf of another voter or collecting and submitting voted or unvoted absentee ballots without authorization.

Allows submission of absentee ballot applications on behalf of another voter only if the applicant is a family member within three degrees of consanguinity, or has notarized written consent from the voter dated within 30 days prior to application.

Permits collection and submission of absentee ballots only by family members within three degrees of consanguinity, caregivers with notarized voter authorization, election officials, USPS employees, or delivery couriers hired by the voter, all acting in official capacity.

Establishes criminal penalties: Class D felony for willful violation and Class A misdemeanor for any violation of ballot harvesting prohibitions.

Takes effect November 1 of the first year following enactment.
