Amends General Municipal Law section 239-m to require referral of annexation petitions to county planning agencies or regional planning councils when the annexation would potentially require county or county agency approval for water or sewer service provision.

Modifies section 711 to mandate that municipal governing boards comply with all section 239-m requirements before making a final determination on annexation petitions subject to county planning review.

Applies retroactively to any annexation petition that has not yet received a final determination by the affected governing boards at the time the act takes effect.

Takes effect immediately upon enactment.
