Authorizes the town board of Lewisboro, Westchester County to establish maximum speed limits below 30 mph on designated town highways classified as rural major and minor collector roads, without requiring approval from the Department of Transportation.

Sets minimum speed limit at 25 mph for general roads, with school zones permitted at 15 mph for up to 1,320 feet near school buildings and entrances.

Designates three specific roads where speed limits may be established: Bouton Road, Main Street (from Bouton Road to Connecticut border), Oscaleta Road, and Spring Hill Lane (to its intersection with West Lane and continuing to Connecticut border).

Requires any speed limit establishment to comply with engineering standards and traffic control specifications certified by a licensed professional engineer specializing in traffic operations.

Takes effect 180 days after enactment, with the Department of Transportation authorized to immediately promulgate necessary rules and regulations for implementation.
