Requires telephone corporations and cable television companies to establish a 10 percent discount program for veterans within 90 days of the law's effective date, with an option to satisfy requirements through federal Lifeline or Affordable Connectivity programs.

Defines "veteran" as a New York resident who is the primary account holder, has household income under $50,000 for the two most recent consecutive tax years beginning in 2020, and received an honorable or general discharge from U.S. armed forces, reserves, or state military units.

Prohibits utilities from passing the fiscal cost of discount programs to other customers and requires conspicuous advertisement of discounts on company websites and accessibility pages.
