Creates a wind siting designation board with nine regional planning bodies aligned with the Department of Environmental Conservation's nine regions.

Each regional planning body consists of the regional DEC director, one New York Power Authority designee, one Empire State Development Corporation designee, and three local government representatives from different entities within the region.

Board members serve six-year terms and are automatically terminated if they disaffiliate from their originating entity.

Board receives and considers individual windmill or wind farm siting applications for approval or disapproval, and may designate areas within regions where wind farms are prohibited.

Defines nine regions geographically by county, spanning from Nassau and Suffolk counties in region one to Allegany, Chautauqua, Cattaraugus, Erie, Niagara and Wyoming counties in region nine.
