Requires gas corporations, electric corporations, municipalities, waterworks corporations, municipal water systems, telephone corporations, and cable television companies to establish 10 percent discount programs for eligible low-income seniors and individuals with disabilities within 90 days of the law's effective date.

Defines "low-income senior citizen" as primary named accountholders at least 65 years old with household income under $50,000 for two consecutive tax years beginning in 2020, or those annually eligible for emergency rental assistance (ERAP) or home energy assistance (HEAP) programs.

Defines "individuals with a disability" as primary named accountholders with a disability who earned less than $50,000 household income for two consecutive tax years beginning in 2020 and currently receive SSDI, SSI, Veterans Affairs disability benefits, USPS disability benefits, or medical assistance based on disability determination.

Requires utilities and service providers to conspicuously advertise discount availability on their websites and accessibility pages; permits telephone and cable companies to satisfy requirements through participation in federal Lifeline or Affordable Connectivity Program, unless the Public Service Commission deems it insufficient.

Mandates that the fiscal impact of discount programs shall not be borne by other customers and shall not be added to utility bills.
