Expands restrictions on industrial development agencies' use of funds to prohibit incentivizing projects that result in movement of any plant, facility, or personnel within the state, not just industrial or manufacturing plants.

Prohibits agency funds from supporting projects that cause unemployment or relocation of project occupant's personnel within New York State.

Creates exception allowing agencies to fund projects if necessary to prevent the project occupant from moving operations outside the state or to preserve competitive position due to physical, zoning, or logistical constraints at the occupant's existing site.

Takes effect immediately upon enactment.
