Increases civil penalty for dog owners whose dogs negligently bite a person causing physical injury from $400 to $1,000.

Elevates dog owner liability for dogs that negligently bite a person causing serious physical injury to a Class E felony with fines up to $5,000 (previously up to $1,500 civil penalty).

Increases penalties for owners of previously determined dangerous dogs that negligently permit bites causing serious physical injury from a misdemeanor to a Class E felony, with fines up to $5,000 and imprisonment up to two years (previously $3,000 fine and up to 90 days imprisonment).

Subjects dog owners convicted under these provisions who have prior felony convictions related to crimes against persons to further investigation, including searches of personal and real property and seizure of illegal materials.

Takes effect 60 days after becoming law.
