Creates a 7-member LGBTQ+ youth and young adult suicide prevention task force to examine mental health and suicide prevention for individuals up to age 24, with members serving until 2 years after the effective date

Appoints members as follows: one by the governor (who chairs the task force), two by the temporary president of the senate, two by the speaker of the assembly, and two by the commissioner of health within 60 days of enactment

Requires all appointees to have expertise in mental health and knowledge of LGBTQ+ youth and young adults, with geographic representation from across the state

Task force shall study current mental health and suicide prevention practices, recommend improvements, and determine reasons for high suicide rates among LGBTQ+ youth and young adults

Task force must submit a preliminary report within 13 months and final report within 22 months of enactment, including legislative proposals to implement recommendations; the task force automatically expires 2 years after the effective date
