Amends the definition of "direct relationship" in Correction Law Section 750 to require a substantial connection between the crime and job duties that would create an unreasonable risk to property or safety before denying employment or licensure to persons with prior convictions.

Removes the previous two-part test that separately evaluated whether criminal conduct had a direct bearing on job fitness and whether employment would pose unreasonable risk, consolidating these into a single "substantial connection" standard.

Modifies Correction Law Section 752 to clarify that employment or licensure can only be denied based on prior convictions when there is a direct relationship as defined in Section 750, eliminating the previous alternative grounds for denial.

Takes effect ninety days after becoming law.
