Replaces the definition of "frail or disabled person" with broader "person in need of assistance" to include anyone requiring help with activities of daily living or instrumental activities of daily living.

Expands the definition of "informal caregiver" to include older adults (age 60+) providing care to minor relatives in their home, and clarifies caregivers need not reside in the same household as the care recipient.

Adds new subsection (4) to director's duties requiring development of guidelines for local area agencies on aging to provide information, resource referrals, and counseling referrals for informal caregivers.

Adds definitions for "older adult" (60 years of age or older) and "minor" (17 years of age or younger) to clarify scope of caregiver eligibility.

Takes effect immediately upon enactment.
