Directs the State Board of Elections to establish and maintain a secure website or web portal for registered voters to track the status of their absentee ballot applications and ballots for upcoming elections.

Requires the tracking website to display whether a voter's board of elections has received their request, approved or rejected it (with reason if rejected), mailed the ballot, received the completed ballot, counted or rejected it (with reason if rejected), and whether the ballot envelope requires a cure with deadline information.

Mandates county boards of elections transmit tracking data electronically to the State Board of Elections in a format and timeframe determined by the state board.

Specifies the tracking website shall not require users to create an account and shall only allow voters to view information about their own ballot.

Permits individual county boards and the New York City Board of Elections to independently establish and maintain their own absentee ballot tracking systems for their residents, effective immediately upon enactment.
