Repeals subdivision 10 of section 201-a of the executive law relating to zero emission vehicle requirements for state-owned fleet vehicles.

Requires each state agency to prepare a decarbonization plan for purchasing or leasing state vehicles, with plans for light-duty non-emergency vehicles due by December 31, 2023, and plans for medium- and heavy-duty vehicles due by December 31, 2025.

Mandates all state agency light-duty non-emergency vehicles become zero emission vehicles by December 31, 2035, and all medium- and heavy-duty vehicles become zero emission vehicles by December 31, 2040, unless zero emission vehicles are not feasible for a particular application.

Requires decarbonization plans to include interim targets for achieving fleet decarbonization goals.

Takes effect on the same date as the 2022 law amending the executive law regarding zero emission vehicles for state-owned fleets.
