Enhanced penalties of $1,500-$7,500 for first violations apply when the bus driver causes personal injury or death, with second or subsequent violations within 18 months reaching $1,500-$15,000.

Maintains existing penalty structure of $500-$2,500 for general first violations and $500-$5,000 for subsequent violations not involving these aggravating factors.

Takes effect 30 days after becoming law.
