Amends Agriculture and Markets Law Section 284 by adding a new subdivision authorizing the Department of Agriculture and Markets to develop and facilitate establishment of regional farmers' markets for wholesale and bulk sales to large volume purchasers.

Directs regional farmers' markets to be located, whenever possible, in food deserts or areas with poor consumer access to high quality and reasonably priced food and farm products.

Permits markets to serve retailers and bulk purchasers located in food deserts or areas with limited access to quality food products.

Authorizes the Department to cooperate with the New York State Urban Development Corporation and Empire State Development Corporation for implementation purposes.

Takes effect immediately upon enactment.
