Adds two new sections to NYC Administrative Code requiring public utility companies to repair or replace damaged residential lateral water pipes (§ 24-316.1) and sewer pipes (§ 24-532)

Triggers investigation by the Department of Environmental Protection when at least three properties within 750 feet receive three-day repair notices within a six-month period

Public utility companies must be found, based on substantial evidence, to have caused significant damage through their infrastructure, electric current, or other activity to be held responsible

Requires public utility companies to cooperate with investigations and comply with department requests, with findings issued according to department rules

Makes public utility companies liable for all investigation costs, due within 60 days of the department's conclusion
