Requires the Department of Education, in consultation with the Dormitory Authority, State Comptroller, and public library systems, to conduct a study on capital funding access for state public libraries and library systems.

Study must identify current financing options, project capital needs over five years, and identify alternative financing options for public libraries and library systems.

Study must analyze Dormitory Authority financing data from the past ten years, including application numbers, denial rates, denial reasons, project costs, and annual submission trends.

Study must identify special needs, barriers to financing access, and provide recommendations for improving capital funding access for public libraries and library systems.

Study findings must be completed by January 1, 2025, and submitted to the Governor, legislative leaders, and relevant committee chairs; findings must also be posted on the New York State Library website.
