Allows any registered voter to vote by absentee ballot without needing to provide a reason for their absence or inability to vote in person.

Removes previous eligibility restrictions that limited absentee voting to those absent from their county, ill or disabled, hospitalized, or detained in jail.

Requires applications for mail-in absentee ballots to be received by the board of elections no later than 15 days before an election, and applications for in-person delivery by the day of the election.

Permits any voter to apply for permanent absentee status to automatically receive absentee ballots for all subsequent elections without filing new applications.

Marks voter registration records as "permanent absentee" and automatically sends ballots by first-class mail for each election until the voter's registration is cancelled.
