Amends Vehicle and Traffic Law Section 375 to require stretch limousines registered in New York to be equipped with window break tools and operational fire extinguishers as prescribed by the Commissioner of Transportation.

Defines "stretch limousine" as an altered motor vehicle with seating capacity of nine or more passengers (including driver) used in the business of transporting passengers for compensation.

Excludes historical motor vehicles and collector's items owned and operated as exhibition pieces from the equipment requirements if not used in passenger transportation for compensation.

Defines "window break tool" as a device that can open stretch limousine windows during emergencies and can be safely stored when not in use.

Takes effect two years after becoming law, with automatic repeal if any federal agency determines the law would render New York ineligible for federal funds or if a court determines it violates federal law.
