Prohibits unfunded mandates on municipal corporations and school districts unless the state provides full funding for the net additional cost within one year, or the mandate becomes void.

Defines "mandate" as any state law, rule, or regulation establishing a new program, increasing service levels, or creating new property tax exemptions that municipalities or school districts must provide.

Exempts from funding requirements: court-ordered mandates, permissive (non-mandatory) regulations, mandates requested by the locality via home rule message, executive orders during emergencies, and federal mandates unless state costs exceed federal requirements.

Establishes a 15-member New York State Mandate Review Council with representatives from the governor, comptroller, legislative leaders, and local government officials to review all existing mandates and compile a report on state-imposed costs.

Imposes a moratorium on new mandates until the Mandate Review Council completes and publishes its report; applies to mandates enacted after the law's effective date.
