Allows individual taxpayers to make voluntary contributions to the Affordable Housing for Veterans and Seniors (A.H.V.S.) Fund on their New York State income tax returns starting in tax year 2025, with contributions in any whole dollar amount that do not reduce taxes owed.

Establishes the A.H.V.S. Fund under joint custody of the Commissioner of Taxation and Finance, the State Director of Veterans' Affairs, and the Comptroller to receive and manage all contributions.

Requires the State Director of Veterans' Affairs to expend all monies received during a fiscal year by the end of that fiscal year to the extent practicable.

Mandates the Comptroller certify annual fund deposits to the Governor and legislative leaders by February 1st each year.

Requires the Director of Veterans' Affairs to submit an annual public report by February 1st detailing fund disbursements, recipients, award amounts, purposes, and financial projections.
