Requires the Commissioner of Health and Commissioner of the Office for People with Developmental Disabilities to conduct a study on services delivered to individuals with traumatic brain injury, including rehabilitation, counseling, home care, independent living skills training, housing, and specialized TBI programs.

Study must examine availability and accessibility of services, regional disparities, costs, emerging trends in TBI incidence and patient needs, and provider training related to traumatic brain injury.

Study shall evaluate differences in service availability and outcomes for individuals enrolled in Medicaid waivers and assess the efficiency of administrative processes for approving or denying services.

Commissioners must consult with individuals with traumatic brain injury, their families, relevant organizations, and healthcare and service providers during the study.

Commissioners shall submit findings, recommendations for improving service delivery and quality, and publish results on the Department of Health website within one year of the act taking effect, with copies to the Governor and legislative leaders.
