Establishes tiered deadlines for mailing or delivering absentee ballots based on when applications are received by the board of elections.

Requires ballots to be mailed or delivered no later than 46 days before the election if the application was received at least 60 days before the election.

Sets progressively shorter timelines for later applications: 42 days before election (if received 46-60 days prior), 4 days of receipt (if received 30-46 days prior), 3 days of receipt (if received 15-30 days prior), and 2 days of receipt (if received 7-15 days prior).

Requires boards to make "every reasonable effort" to mail ballots on the day of receipt for applications received by mail after 7 days before the election, and to deliver ballots on the day of receipt for in-person applications received after 7 days before the election but no later than the day before the election.

Maintains existing exceptions for residents of mental health facilities, nursing homes, hospitals, and Veterans Administration facilities, which may receive ballots through alternative means if the facility is in the voter's eligible county or city.
