Requires City University of New York (CUNY) institutions to grant undergraduate veterans full-time academic credits without limitation toward their degree for military training or service courses that meet American Council on Education standards.

Prohibits institutions from assessing any fees, tuition, or other charges against veterans qualifying for these academic credits.

Takes effect on July 1 following the date the bill becomes law, with boards of trustees required to adopt necessary implementation procedures.
