Authorizes the New York State Liquor Authority to designate a community liaison for each community board in New York City to facilitate communication on alcoholic beverage license and permit matters.

Requires the community liaison to distribute notifications of relevant license and permit applications, hearing notices, and dispositions to community boards upon request.

Mandates the community liaison attend at least one community board meeting annually and submit reports on issues raised by the board to the authority.

Amends the problem premises task force structure to require at least one investigator each from the Albany, Buffalo, and New York City offices.

Extends the problem premises task force investigation timeline from 45 calendar days to a maximum of 105 calendar days (45 days initial plus up to 60 days extension) when the task force determines more time is needed to complete the investigation.
