Contribution restriction period commences when an entity files a lobbyist registration statement, engages in lobbying, or submits a permit or license application, and ends six months after issuance or upon application denial.

Violators are subject to civil penalties of up to $10,000 or 200% of the contribution amount, and recipients must refund prohibited contributions.
