Requires new construction with dedicated off-street parking (garage, driveway, lot, etc.) to include electric vehicle charging stations and electric vehicle ready parking spaces.

One, two, or three-family homes must have at least one electric vehicle ready parking space per dwelling unit; multi-unit residential buildings must have 100% of parking spaces be electric vehicle ready with at least 20% equipped with level 2 charging stations.

Commercial buildings with 1-10 parking spaces must have at least one space that is electric vehicle ready or equipped with level 2 or direct current fast charging; buildings with 11+ spaces must have at least 20% of spaces be electric vehicle ready with 10% equipped with advanced charging stations.

Owners may apply for waivers demonstrating undue hardship due to utility provider limitations or geographic constraints; multiple charging stations can share circuits when using an electric vehicle energy management system.

Takes effect April 1, 2024 and applies to contracts for new construction entered into on or after that date.
