Requires one-step method contractors to have a commitment to 30 percent of city-wide contracts awarded to minority and women-owned businesses.

Allows authorized entities using the one-step method to enter into either a single contract with two phases or separate contracts for each phase.

Requires final scores for all proposals or responses be published on the authorized entity's website after contract registration or implementation date.
