Prohibits any person, firm, corporation, or banking organization from distributing or using paper containing bisphenol A for business and banking transactions including receipts, deposits, withdrawals, and card records

Requires paper manufacturers to cease production of bisphenol A-containing paper for these purposes and use the least toxic alternative chemical compound instead

Prohibits replacement chemicals that are known human carcinogens, developmental toxins, endocrine disruptors, or reproductive toxins as classified by the EPA

Requires the Department of Environmental Conservation to certify alternative chemical compounds as least toxic and update certification requirements annually, with all information made publicly available online

Establishes an independent advisory committee of toxicology experts within 60 days to recommend least toxic alternatives to bisphenol A and takes effect 180 days after enactment
