Requires the Department of Environmental Conservation to conduct a study on the feasibility of constructing a seawall along New York City's entire coastline to protect against sea level rise and storm surge

Study must be completed and reported to the governor, Senate President, and Assembly Speaker by December 31, 2027

Report must include coastal areas at greatest risk from sea level rise and storm surge, hazard projections through 2100, proposed seawall locations, and communities affected by construction

Report must evaluate feasibility, costs, and locations of natural and nature-based alternatives to seawall construction

Report must provide cost analyses including fiscal impacts and effects on vulnerable populations and natural resources, plus recommendations for regulatory or statutory changes
