Expands the Civilian Complaint Review Board's investigative scope to include complaints alleging bias-based profiling by New York City Police Department members and other city law enforcement professionals

Defines "bias-based profiling" as using actual or perceived race, national origin, color, creed, age, immigration or citizenship status, gender, sexual orientation, disability, or housing status as the determinative factor in initiating law enforcement action, rather than behavior or information linking a person to suspected unlawful activity

Maintains existing prohibitions that board findings cannot be based solely on unsworn complaints or statements, and prior unsubstantiated, unfounded, or withdrawn complaints cannot serve as basis for findings

Requires the board's findings and recommendations to be submitted to the police commissioner

Takes effect immediately upon enactment
