Allows the department to partner with federal agencies, state agencies, nonprofits, academic institutions, and private entities to support monarch conservation efforts.

Requires the department to employ best available science when implementing conservation actions, including controlling invasive weeds, managing pests using integrated pest management practices, and designing winter habitat sites to match monarch preferences for temperature, light, and moisture.

Directs the department to expand partnerships utilizing residential landscaped areas, agricultural lands, transportation corridors, and conservation easements to create and restore monarch butterfly habitat.
