Amends New York State Urban Development Corporation Act to create new section 32-a establishing requirements for "economic development entities" created by the executive branch that provide advice on allocation or disbursement of state or federal monies, tax credits, and benefits.

Applies Article 7 of Public Officers Law (open meetings requirements) to economic development entities.

Requires economic development entities to maintain and make available for public inspection all proposals submitted through centralized application processes like the consolidated funding applications process, with permitted redactions for exempt information.

Requires members of economic development entities to file annual financial disclosure statements and comply with conflict of interest provisions applicable to state officers and employees.

Takes effect immediately; provides 30-day grace period for incumbents who did not file 2022 disclosure forms to file with the Commission on Ethics and Lobbying in Government.
