Amends the executive law to add a new section 168-b establishing a framework for designating months of commemoration in New York State.

Designates May as "Korean American Family Month" to be observed annually in recognition and special honor of Korean Americans and their families.

Specifies that months of commemoration are not legal holidays or half-holidays but are calendar months set aside for recognition and special honor of persons, groups, ideals, or goals.

Allows for additional months of commemoration to be designated by gubernatorial proclamation or by joint resolution of the Senate and Assembly.

Takes effect on January 1 of the year following the date the bill becomes law.
