Amends Environmental Conservation Law by adding section 9-0508 to authorize the Department of Environmental Conservation to enter into leases or easements on state-acquired reforestation lands for renewable energy development.

Permits renewable energy installations including solar and wind power on reforestation areas acquired under section 9-0501, along with transmission and distribution infrastructure for electricity.

Requires that renewable energy agreements not interfere with the operation of reforestation areas for their original constitutional purposes as defined in section three of article fourteen of the New York State Constitution.

Mandates that all agreements entered into under this section be recorded in the office of general services and made publicly available on the official website.

Takes effect immediately upon enactment.
